　　14世纪下半叶，一代英雄朱元璋（李立群饰）统一南北，建立起汉人最后一个封建王朝大明朝。天下初定，乱象未伏，明太祖对贪官污吏深恶痛绝，遂决心建立一个清正廉洁的帝国，不惜用严酷的手段荡涤秽恶。他深入民间，微服私访，同时恢复风闻言事制度，让民间有冤情者可直接向皇帝申诉。上下关节被打通，皇亲国戚、朝廷要员、拥兵大将、前朝余孽等种种危害国家根基的蠹虫纷纷现形，而这群败德之人未免一死，不免困兽犹斗，竭尽所能和朱洪武的屠刀展开最后的对抗，由此引出洪武一朝三十一年的连番大戏。
